The lack of a lasting fixed period of outbursts, may be due to that the comet is a Tumbler. Since comets are small low density objects, then both its orbit and rotation are affected by jets of gas/materials emerging from active regions, giving a rocket-like effect.
It is called "Non-Gravitational Forces". Comets are very loose objects. If the density is 600kg/m3, and the mean diameter of the comet is 34km, then the gravitational force g = 0.003m/s2 on its surface ( on earth surface g = 9.8m/s2 ). A 55kg human on earth, will only weight 16gram on the comets surface. Very easy to jump off the comet. That goes for all material on the surface, so lasting comets can not rotate fast. ( Exercise.. What is the upper limit of rotational speed of 12P ? )

Now lots of vents feed the coma. So outbursts may be more difficult to detect. We will see

And 12P may be the parent of the Kappa-Draconids meteor shower 29/11 - 13/12. Indicating its final lifetime on its way towards disintegration into an orbital meteor cloud in the distant future.
