Strange rainbow at dawn

Hi, I saw a rainbow this morning, Mon, Sept 26, 2016 at approximately 7:10 am in the northwestern sky from near South River, Ontario, Canada that was an unusual sight.
The Sun was just beginning to rise, there was thin clouds above me and to the west and heavier clouds to the east that was preventing most of the sunlight from shining through and illuminating anything. The clouds to the east were thin enough though that the sunlight was making it a red dawn sky.
However, it was not raining.
There was no dew this morning nor was there fog.
The temperature was approximately 6 Celsius.
I've never seen a rainbow without rain (ignoring sundogs, halos, etc).
Any idea how this would have been caused?
