To explain this I'm using the mechanics of an ellipsoidal light fixture as my model. The street light is the original source or emitter. the snow on the ground acts as a parallel reflector. Due to the fact that the reflector is flat as opposed to concave (like in the ellipsoidal fixture) the pillar is fuzzy at the edges making it slightly conical. This phenomenon is occurring all the time. It is only on cold humid nights, when flat ice crystal suddenly form in the air, that our eyes can witness it. The ice crystals serve to reflect and refract a sample of the pillar in all directions. Nikon 5100, f/6.3, 6400 ISO, 18mm, 10s exposure
