My sister took this photo using an iPhone 6. Unable to explain how the blue Sun appeared in photo. If anyone can, we would appreciate the information.

Lens flare?

That is lens flare, internal light reflected inside the camera lens assembly. So you get something like a ghost reflection of the image. In this case the Sun in the crescent shape it had during the partial eclipse.
