Due to sub-tropical moisture being transported into northern California, we have had some unusual cloud formations for this time of year. This picture was taken with a Galaxy S8 smart phone

It is an ice crystal halo virga, since the colours are from the circumhorizontal arc. That halo performs rainbow colours but is not a Rainbow at all.
