They are parhelia (singular, parhelion), or sun dogs, positioning at the two crossing points of sun halo (a sun-centered circle) and parhelic circle (horizontal through the sun). In other words, they are on the sun halo and parts of it.

At first I thought he is a dog, not a horse, so, I misunderstood they are dogs,...but he is really a horse.
