Details:
iphone S5 Not sure it was actually a noctialuscent cloud but it was glowing like neon, and it was blue. It seemed attached to the strange roll of storm clouds.

No, sorry Laurely, it can t be NLCs during daylight and with low altitude clouds (remember,Noctilucent clouds are located more than 80 km above Earth !).
The -strange roll of storm clouds- is called -Arcus cloud- and is quite common before storm.
Anyway, the -blue neon light- is quite strange and I can t explain it...

UPDATE :
It seems that when an Arcus cloud is coming, sometimes, the difference of -density- between the -layers- of the cloud could produce this kind of effect.

Very strange hue. First questions : At day or not ? Slightly after sunset or before sunrise ? As if a crack in the low cloud cover allowed seeing through to the upper atmosphere.
