The first recordings of the Novaya Zemlya (NZ) effect were made during Willem Barents' third Arctic expedition in 1597. During polar night three members of the crew suddenly observed the sun on January 24, although it should not have risen until February 8. Then Ernest Shackleton, Fridtjof Nansen and others described the same effect during their polar expeditions. For example Ernest Shackleton described how the sun returned 9 days after its final setting on May 8 (Antarctic winter). In my situation, in California, the effect is never so strong. We're talking about minutes not days. Still it looked, as the sun just did not want to set. It set 5 minutes later than it supposed to. I sent the video to Dr. Andy Young and he explains: " Actually, this is basically the Novaya Zemlya effect -- though the refraction here isn't very large. Your images are similar to Nansen's drawing of a polar mirage of the Sun." Here's the video that will provide a better idea about the sunset https://youtu.be/uhFTRLysbko

Is this really a case of refraction as Dr Andy Young suggests? Looks more like total internal reflection to me.

Well, I think youre talking about the sun glitter. If it were a reflection what the sun is reflecting from? It is clearly above the ocean (you see a sailboat at the ocean level). Have you ever seen the sun glitter in the sky?

And of course, when I do not understand something I tend to ask a specialist, and Dr. Andy Young is the best specialist in atmospheric refraction. I mean I knew it was a refraction, I knew there was a duct, but it was a very rare sunset, and I had to make sure my understanding was correct.
