It is an internal lens reflection or coating artifact due to the intense lightpoint (right, on the ground) contrasting with dark background. Joining both with a straight line you get the optic center of frame.

I agree with eirexas. If you can, take your camera rig, and set it up in the same place, and take a series of images with the same lens at the same settings, but in each one, shift the cameras azimuth slightly, and you will see a corresponding shift in the lens flares reflection - and, likely, a slight change in the reflections shape and/or orientation to the security light - from frame to frame.
