Details:
During a snow storm it did not become dark after sunset. The entire area began to glow an orange-rose color. It was so bright I could see details in the bushes across the street and almost read by it. The usual 30 second exposure saturated so I had to cut it back to 1 second. The glow came from all directions, it was like being inside a neon tube. The glow persisted all night long even after moonset.

You must have a light pollution problem from urban sprawl. When I lived a mile from the Grand Rapids International Airport in Michigan, light pollution in the snow at night was so bad that jogging at night without street lights was as good as if jogging the Las Vegas strip. Veen Observatory just outside of Lowell was jogging distance, so their telescopes may have had trouble with snow on the ground.
