Hi! I made these registers and a video (http://www.youtube.com/watch?v=Jk6XXteXvyA)at 16h 45min with this phenomenon. But my city has the coordinates 3°43′6″S, 38°32′36″W. Is that possible? PS: Today also been registered a solar halo at 11h 30min as you can see at the local news: http://diariodonordeste.verdesmares.com.br/cadernos/cidade/online/circulo-ao-redor-do-sol-chama-atencao-de-internautas-nesta-sexta-28-1.822583

Yes, that is possible.
The causal ice crystals are at about 10 km height, where the temperature is below freezing even near the equator, so whether sundogs appear or not does not depend on whether the city on the ground is cold or hot.
I have ever seen circumzenithal arc (one of atmospheric optics by ice crystals) in winter and also in summer.
