Could be an RC plane with lights. Some people fly FPV(First Person Video) at night(search youtube). These planes can easily go 2 thousand feet. They go up high, turn on the lights to attract attention, and then turn them off to land. Some even have GPS guidance on them.

Lisa; unless you do know what this is, then any attempt to guess at how high the object is rather futile. Without triangulation, or a good laser rangefinder, distance at night is pure speculation. (proof of which has cost aviators and mariners their life) The streaks, however, do look VERY much like a VTOL drone type RC aircraft. Again, as with LEDs on a kite, my neighbor has engaged in said RC/LED night flights. Please be careful not to say, or decide what something is not, unless you positively know what it is.
