Details:
This cloud was first observed as a brilliant, completely fluorescent-cyan color. By the time we grabbed a (phone) camera, it was evolving into the wider spectrum. It would appear to be a remnant of an aircraft contrail; note the nearby crossing contrail. And yes, at least one bystander was positive that this was the result of "aircraft dumping chemicals into the atmosphere". Hmmm, I guess if one considers water/ice crystals to be chemicals . . .
