Great picture of the 22 degrees halo with its moondogs and upper tangent arc! The clue is that the halo, as its name is saying, has Always the same size. Its diameter is 44 degrees. It looks larger when it is low in the sky, but that is an effect of optical illusion if it is seen in connection with landscape proportions. This is a nice example of subjectivity in the process of observing and interpreting sky phenomena. Besides, apart from the halo forms mentioned the image shows a faint paraselenic circle too.
