To me they look like sprites, a stratospheric discharge above an area with a heavy thunderstorm at an altitude of app. 90 km.

Not sprites because there were no thunderstorms anywhere close to Poland at that time. They are quite bright because they make a silhouette of the buildings on the horizon. Since the photo is a time exposure, and the light streaks are at the same angle, Im guessing they are flares being dropped by an aircraft, although I have no idea why.

Those may be construction cranes. Though Im uncertain about the amount of drift for the lights on them vs the drift in the foreground.
