At first I noticed this bright spot on the ground during my flight back from Las Vegas to Philadelphia. Then I noticed that there were glints of light on the ground in this spot of light whenever we passed over a city. Then I realized this spot was directly opposite the sun on the other side of the airplane. It must be the opposition effect. You can see both the bright spot on the ground and the glints of light on the highway intersection on the last frame.
