Details:
This was in Pacifica California a few miles south of San Francisco. There was a clear blue sky but a huge rainbow appeared over the ocean. It wasn't from a rainstorm but from the famous fog that rolls in every day. You can see the colors aren't quite as intense. It's more of a pastel rainbow.

Nice catch Barbara! It is called a fogbow and as you noticed its colours are much less vivid than those of a rainbow. The fogbows are caused by the tiny fog droplets, which are much smaller than raindrops, and so diffraction plays a role in the forming of the bow rather than refraction (as in rainbows)
