I caught this by accident. I was trying to see if my full spectrum Canon DSLR could pick up any trace of the LIDAR being transmitted by the Arecibo Observatory. This halo was not visible to the eye. I used my hand to block the glare of the moon and was still unable to see it. My best guess is that the moon was so bright that it was able to refract off of even the smallest density of ice crystals. I used a Canon T3 full spectrum camera with a 50mm lens at F/1.8 for 0.8 seconds at iso 800.
