Its funny because a few days ago, while trying to see if there was sun halos, in the early afternoon, using a building to block the sun glare, I noticed a very bright -dot- above the sun. I tried to catch it with my camera (with only auto-focus), but it was too difficult and I didnt succeed.
It was quiet strange, this -dot- didnt move at all (not an airplane flare). I thought it was a kind of meteorological balloon more or less static. After a few minutes, it disappeared.

At the time (~ UTC)of your picture, the Moon and Neptune were -not so far- from the Sun, but not that close, if the bright white circle on your picture is only the Sun and not the Sun + the glare.

So, I would say : maybe a sun reflection or... any unknown comet, asteroid ???
